remote change admin password?

I need to change the admin password on my dad's PC, unfortunately he lives in Costa Rica, so I can not just drive over quick to do it, He also is REALLY bad with PC's. I wanted to know if there is a windows PE based app that can change the admin password and also one that will allow me to remote connect. That way I can have him just boot the cd, then I can remote in and fix the password?

Thanks for any information, his PC is really crippled right now.
 
NTPWEdit seems like the trick. Here is the thing I will really need to remote control it, I do not think my dad can get it done with just instructions.
