3. Author Information shows authors are at least employees (if not owners) of a company called Upright Lighting LLC.
4. Google for Upright Lighting LLC.
5. Ulterior motive discovered: Upright Lighting LLC sells $90 LED desk lamps designed to protect vision.

I didn't realize that such types were allowed to post on .gov sites, but I should have realized it considering the massive grammar errors. (Not that official government documents are done well either, *sigh.*)
