Is it possible to reinstall Win 7 over itself to correct errors without losing program installs, pics, and data?
 
Yes, it used to be called a repair install. Now you have to select the upgrade option, if you have old install media without Service Packs you'll have to slipstream the SPs. At least now you have some searchwords to use! :)

Why the need to slipstream?

What tool would you use to do the slipstreaming? My impression is that the tools we use for Win XP won't work any longer.

I also recall seeing many posts to the effect that people should not try to configure and optimize Win 7 as part of the slipstream process, unlike Win XP.

Because the install media has to be at the same code base as the install you are repairing.

Easiest to find a Win 7 ISO with your SP level, but if not:
