Refurbished?

Even refurbished, $70 is still too much for what is effectively and safely is a 500W PSU. Don't bother with that PSU line.

I recommend ditching that OCZ GameXStream PSU. It's based off the FSP Episilon PSU design which has out of spec ripple, or voltage fluctuations, at high loads that can damage or kill your system. Granted, you may not reach such high loads but why pay for a PSU that can kill your system?

What are Recertified products?

Products described as “Recertified” are products which have been retested to ensure compliance with original manufacturer specifications in function and for purposes related to warranty.

Recertified products typically:

* Have never been used, where the outside factory seal has been broken. This can be due to a cancelled order for example.

* Are items returned to the original manufacturers that were used in field tests, sales displays or demonstrations.

* Products that have been returned for warranty service, which have been brought to manufacturer specifications.

* Are products that have been returned for reasons other than defect. These items are sent to the manufacturer for inspection and testing. The passing products are then repackaged as recertified.

* Are items where the box was damaged in shipment and is then returned to the manufacturer.

* May include a limited manufacturer warranty – see items product page on the website for details
 
Power supplies are solid state and hard to hurt. Unlike a harddrive which I would never buy used, or a videocard that has likely been handled or may have borderline thermal issues. In the case of a PSU, if it has been returned testing/repaired it's probably good to go.

That said, I'm going to echo Danny's sentiments, that Iw ouldn't buy a GameXtreme new or used.
 
In general, it sounds like a good idea. But, think. This is the item that supplies the juice to your expensive parts. The video card, the processor, etc... What if they "tested" it and did not put any real load on the psu?

Get a good reliable new psu -

That said, if it is a cheap backup or secondary system, buying a refurb from a reputable brand may be acceptable...

This is not the best brand... And buying from Tiger Direct... well, I won't...
