What refresh rate should i use in windows? It is basically smart to go as high as possible?

I have it at 75, but could i go higher?

I have a ti4200 and 19" viewsonic crt
 
My friend´s ViewSonic G90 does:
640x480=140
800x600=120
1024x768=100
1280x1024=85

Those are the ones i remember, search google for refreshforce and let the program do it for you :D

go to the monitor properties page and make sure "hide modes that monitor can't display is checked" you'll see what you can run.
Then go to your vid properties and lock in that rate also in the adapter page. 85 should be right I think. You can wreck your monitor(although it will probably go dark before that)if you go to high.
 
you should always go as high as the monitor and the video card support. using reforce will allow you to use higher rates that fit within the inf's. higher the refresh the cripser the image and less fatiguing to the eye/subconscious, seriously.
 
my nokia 445pro will do 180hz @ 1280x1024.

so...that's what I have it set at. In games though, usually run either 1024x768 or 1280x1024 and I leave the refresh at around 120-150.
