Refresh rate overrides cause poor performance??

Whenever I've got refresh rate overrides enabled, my systems performance in games takes a huge dump. I mean a serious drop in performance. Not in one or two games but all of them. Accross the board. HL2 went from being sikly smooth to almost unplayable at the same resolution settings. I've tried this with and without V-Sync and I've also tried this with every driver from 61.77 through 71.24. Using driver cleaner in between drivers. I've tried this with both a 6600GT and a 6800GT.

Another odd thing is that I've had this problem before on my old AGP rig. It had a 6800GT on it as well.

This happens at overclocked or stock speeds. My temps are pretty good inside my case with either card. I have this problem after a fresh format and installation of Windows.

The rest of the hardware is in my sig. But as I have said before my old AGP rig which shares no parts with this one did the same thing.

Any ideas?

Thanks. I did several searches and never came up with anything concrete like that. I appreciate the quick response.
 
I've noticed this only happens in HL2 when I've got the quality settings forced in the control panel.

If I set vsync to application controlled, for instance, I don't get the slow down. If I don't it seems to work for a while but then all of the sudden I will get the chop.
 
Yeah the issue seems to come and go. It's really irritating. It never happend to me except on Geforce 6 series cards.
