Reference 7950?

Are you asking if it's reference PCB? Bc that surely isn't a reference cooler!
 
To the best of my knowledge, the models that have the blower style cooler with the fan in the middle are built on reference PCBs. Chances of a card with a non-reference cooler are smaller. Not saying the XFX isn't, but I would keep asking around, especially the guys that are already running water-cooled setups.
