Reference 7870 and massive fan noise

I woke up one morning to one of my linux-based mining rigs having a loud, almost vacumn cleaner-like noise. Turns out it was the Powercolor 7870 running at what I believe is 100% fan speed and the computer locked up. Card has a reference cooler shooting air out the back and the rig is 100% open-air. This is new to me because this card worked fine as is and is currently sitting in a cold garage with ambient temps around 30 degrees F (perhaps even less). I tried lowering the intensity to 13 from 18 and the second the computer starts cgminer, the fans ramp up and the computer locks up. There is no auto-fan, auto-gpu, or temp targets in the config file nor does setting fan targets change anything. What would be the best way to troubleshoot this? Card is around one month old and only mined for around half that.
