Is it safe to do so? I was thinking it might help it run cooler. Also, does simply overclocking a processor make it run hotter or does only adding voltage make it run hotter?

If you OC somthing you have to give it more power, making it hotter
And looks like you want to under clock

Yes it's safe to under-volt the cpu. Often times a cpu can run stable with less voltage than is specced by the manufacturer. With some tweaking and testing you can probably decrease the voltage a fair amount and keep it stable, though don't expect that to magically cut the heat dissipation in half or anything. It will be a mild change.

Also, overclocking a chip increases the heat dissipation but not by a whole lot...it's mostly the voltage increases that increase heat output.

If your default voltage is 1.4v and you manage to reduce operating voltage to 1.25v, your power consumption is reduced to 80 %.

If your default voltage is 1.25v and you manage to reduce operating voltage to 1.1v, your power consumption is reduced to 78 %.

In total a reduction from 1.4v to 1.1v means a power reduction to 62 %.
