Reduce speed in fan

Ok so i have this really damn loud fan, a turbonator i think its called. Is there any way to reduce the speed without a fan controller? like maybe something to reduce the voltage going to it to make it spin at a lower rpm?
 
Mod it to 7 volts.


RED - 5 Volts
BLACK - Nuetral
YELLOW - 12 Volts

Take a spare molex connector (one with a male connector) and attach the red and black leads to it.

RED (from fan) - YELLOW (from PSU)
BLACK (from fan) - RED (from PSU)

I've read on more than one site that doing this is somehow bad for the PS...but no-one will say why. I'd think the fan draws so little current the PS wouldn't even notice it. Maybe DC fans put noise on the lines from switching or something.
I'm fixing to do it to the case fan in my HTPC this weekend..if there's a real danger to it does anybody know what it is?
