Reduce sounds doesn't work for me...

Tried googling this problem but with no avail.

Usually people want Windows to not reduce the volume of other sounds (Sounds>Communication>80%) but I'd like to and its not working.

I've tried doing all the options -- no sounds, 50%, 80% -- but they have no difference.

Any ideas?
 
What kind of device do you have the pc plugged into and what type of connection? If you are using something digitial like optical / spdif then the pc cannot control the volume like it could with say an analog device.
