Recommended Water / Liquid cooling kit

I was wondering if someone can give advice on water / liquid cooling.

PC specs :

P4 2.4 ghz
MB / VI39L
VC / Ati X700 pro Agp / With Zalman Fatal1ty FS-V7
512 Mb
Lian Li - V1000

Before i upgraded the fan on the x700 temps were reading out 105'f stock, Now the Zalman upgrade the temps got hire to 110-112'f... Anyhow my PC is not overclocked not even sure how to do it. I was thinking of getting one of the cooling kit w/out OC my pc. Is the cooling kits made specifically for over clocked Pc's. Temps get warm while playing COD 2.Looking to get a Cpu / Vga cooling kit. Budget $200 Is it worth getting the water / liquid cooling kit ?
