Recommended load for an external PSU?

I'm building a lower power no-frills box with a I3-7100T processor that, according to Intel ark, will run at 35w TDP. This box will be on 24/7

I will be going with an external "brick" PSU- trying to chose between these two- one is 60w, the other 90w. The 60W PSU would, in theory be under an almost 60% load where as the 90w would be less than 30%.

My question is, is it better to run an external PSU at a lower percentage load (i.e. will running it at a higher load shorten its life?) versus a higher load?

Its always better to run a PSU at lower load as long as its not very low.
ie too low and efficiency figures drop which might not be ideal if you are counting watts.

TDP at 1/3 of max power is fine.
 
for power bricks where the heat dissipation pretty much always sucks also go with a bigger supply.
