Recommendation request - h264 converting to HDV Software

I'm an audio post production specialist who works on the windows platform. Lately, I've been receiving a lot of 1080p video for work / process audio for. For some reason, Quicktime for Windows seems to have a severe performance hit vs on OSX. I'm unable / unwilling to change to OSX due to work flow.

Is there any app/software under $100 that can convert h264 video files to HDV files? I purchased quicktime pro in hopes of doing so, but it can only convert to DV and not HDV (at least from what I tried.)

Any help is appreciated!
 
Isn't HDV simply MPEG-2 + MP2/PCM in an MPEG-TS container? Guess you simply need to find an MPEG-2 encoder you feel comfortable with (out of the hundreds of popular ones) then simply remux it to an MPEG-TS container with something like tsMuxeR.
 
Well, I need something in a mpeg / mp4 / avi container as Pro Tools only reads certain types of video files.

Does tsMuxeR do this?
