Got a friend that is looking to hook up a 3rd monitor to his Dell Inspiron 580.

According to the specs, it's has a 300w power supply and one PCI Express x16 slot.

I assumed that my only solution is an AMD, since nVidia doesn't have one at a lower cost + higher hardware requirements.

Is the Radeon 4650 a good choice? Although, it's requiring a 450w PS, while I've read that it'll work. Perhaps a Radeon 4550?

Appreciate any inputs on this...
 
Try a 5570. The ones I looked at for a client were a low-pro design with support for four DVI monitors (I think the brand I found was VisionTek). Not sure the power requirements, but that might be a place to start. Should be more power-efficient than a 4000-series unit.
