recommend partition manager

OK, this is what I need. I need a free downloadable partition manager that will allow me to resize my NTFS file system with relative ease, I am a pretty advanced user but I'm not a programmer so whatever you can recommend helps. If i can't find a good free one I could always buy Partition Manager 2005 or whatever, but I could use the freeness this time of year, thanks in advance guys. Also, iif you could recommend one that would just allow me to convert my NTFS to a FAT32 I already have a program that can resize FAT32 partitions..
