recommend me a cheap but solid psu

first of all, yes i have read all of the threads on this board.
the sticky of what psu's to avoid,
the ones of which are good,
the 'cheap and recommended' sticky

but those were updated a month or two ago, and thats why i am asking this question now.

basically my computer randomly resets every once in a while and i know that it must be the psu.

i'd really like to get a good psu for under $50, maybe even under $30 if possible.
something that is solid and can power like 8 fans in my computer, a dvd-r drive, 2 hard drives, 6800ultra agp card, opteron170 (overclocked), socket 939 mobo, floppy and one of those pci exhaust fans and the 3 fan thing that goes in your cd bay.

however,
i always watch the [H]ot deals section, and i usually see really really good psu's going for nothing with rebates and such,

and i know that many of you use other sites other than newegg for good deals.

what i'm asking for is
1)are those psu's good?
2)can you recommend any other psus in that price range that have good solid amperages on each of the rails? i wish there were some current offers on the hot deals page but i havent seen any recent ones.

i forget what psu i have in my computer now but its one of those supposedly rated at 620watts but i doubt that it is.

good choices there.
I would stay away from the first one, due to quality control problems,
however the others are highly recommended. ;)
