Recomending 64MB Video Cards

What's the deal with game companies thinking that listing a "64MB video card" on a recomended system is actually going to help somebody? You can find anything from a GF2mx/Radeon7000 up to a GF4/Radeon9500 with 64MB onboard. What level of GPU performance are they actually suggesting here?
 
Thats the recomended amount of memory so the textures etc. of acceptable quality fit onto the card. Minimun would be the least amount the game supports (and if your below that its a major bottleneck to be transfering a lot of data to the card)
 
Some games like Painkiller are more specific in their requirements. The recommended on it's box states that you should use a Nvidia Geforce FX 5700 or better.
