rebooting and temps

Are you sure it's not the other way around? 90 F case, 174 F CPU?

I need a better rephrasing of what you're asking us. Anyways, boot into windows and disable automatic restarts so that we can see what the blue screen of death's error messages are.
 
That's actually a very low temp for the CPU, like 30 C. My CPU is 40 C, case is 26 C (105 F, 80 F for you Fahrenheit system lovers).

I dunno how the mobo's getting that hot, I seriously think those two values should be flip flopped.

Anyways, disable automatic restarts so you can read the messages it gives when an error occurs.

Also, test memory with memtest86. The memory might be causing reboots, or the PSU, or faulty motherboard, or the fact that it's a Walmart compy.
 
Chances are its being read backwards. I dont think its 78 or so C in your case, that would be insane. If thats the case, add a fan hehe. Youd need one...badly.
 
No, he's reporting it in Fahrenheit. 80 F is 27 C, which seems fine for a motherboard. I'm thinking the 174 F is the CPU, which would make it, oh, 79 C, which is incredibly hot for a P4.
