Really basic question: non 24/7 overclocking

I haven't overclocked a CPU in years, but am thinking of building a mid-range gaming system that I'd like to overclock only while gaming.

Can an Intel SB or IB processor be overclocked and set back to stock speeds from within Wndows 7, or does it require rebooting and a trip through the BIOS settings?
 
Both Ivy Bridge and Sandy Bridge throttle down to 1200 (or was it 1600?) mhz and lower vcore when idling, even if they're overclocked. That's why all the guides say to use offset voltage, that way it will adjust the vcore according to load. Whereas if you use a static vcore, it will stay at that vcore regardless of frequency.
 
It'll still be "overclocked" in Windows, but as Tsumi said, the default power-saving features will reduce clock speed and voltage when the chip is idling to the same value as a non-overclocked chip (1600 MHz). It's really the best of both worlds.
