i dont know if I'm gonna word this correctly but bare with me.

I'll use a 45W Athlon 2400+ Mobile XP overclocked to 2.2Ghz as an example.

How is it that on some systems, people can run it at, say, 1.6V and be Prime95 stable, and then someone else has to run it at maybe 1.75 or 1.8V to do the same? does this all depend on the Mobo and/or PSU??
 
Way too many variables to be able to name any one thing. PSU, mobo, RAM, and luck are all big factors in any oc. If you have a specific question about a certain setup, that's a question someone might actually be able to answer. ;)

PSU/Mobo/RAM/CPU

More so on the CPU usually, as each one is different in how far it will go on what voltage.
