I just wanted to run the specs by y'all before I order, to make sure I'm not insane or something. Keep in mind that this has to be a "Dell" in some shape or form, and that the intended owner is a gamer.

Dell PowerEdge 400SC ($802 before tax):
Intel Pentium 4 2.8C
80 GB Hitachi Deskstar 180GXP
Nice case and power supply
Motherboard with AGP slot and several PCI slots, Intel i875P chipset and ICH5 southbridge
CD-ROM drive
Dell E172P 17" LCD monitor
Dell keyboard
Logitech 2-button ball mouse

Added components:
Corsair Value Select 2x512 MB PC3200 DDR RAM ($167)
Sapphire Toxic X800 Pro VIVO ($442)

For a total of $1411 before tax, after shipping.

Has to be a Dell huh? Shame, then you miss out on the awesome performance of the Athlon64.

I'd say shoot for a higher processor, more storage space, and grab an optical mouse, shouldn't cost more than $30-40 for a decent Microsoft/Logitech of your choice.

Remember, there are only three parts of a computer that can affect you physically; that is the Monitor, Keyboard, and Mouse. Skimp on those parts and you will know it and it could even cause you physical distress over time.
 
I got tough clients. The thing is, they won't upgrade this thing for another 5 years either. A 2.8C is nothing to be embarrassed about, though.

Nothing to be embarrassed about today, anyways, but then a Pentium II 400 was nothing to be embarrased about in 2000. The faster processor you can get them, the more perceived usable life the computer will have.

Okay, let me explain what I'm dealing with.

Right now, they are running a Cyrix MII 266 MHz and a PCI based Radeon 7500 videocard. They play "games" alright; I think they are playing Madden 2000 lately. Still, I know that they will eventually find out about Doom 3 and the recent stuff, or else I'll introduce them.

Yes, a faster processor would be nice, but I can't justify trashing a 2.8C (the cheapest available option), only to spend $400+ more for a 10-12% performance gain with a 3.4C or E.

Hmm, no. I wouldn't approve of such a system. I wouldn't even trade my older PC for such a thing. Not even my 2500+ XP that's overclockable to 3500+ too. :-/
