PLEASE GIVE HONEST OPINION :D

5.12 intel 486s outta 10

Total of 1 gb of ram and a faster CPU would get you a much better score :D
Changing the motherboard would be a good change also. (had a very bad
experience with ECS boards back in the day)

I would up the ram. 512 is like the BARE minimum. I'm not sure what you are planning to do with the rig, but at the very least get 1x 512 stick instead of 2x 256.

If you plan on gaming then I would highly suggest 1x 1gb or 2x 512.

3, if you rate it out of the best stuff on the market. what is this machine gonna be used for.

def more ram, but try and run dual channel even if only 512. that is, no matter how much ram you use run it in dual channel for sure. you can always sell and get two new modules. 512 is not too bad for casual use, but no one here is a casual user :p

450w should be fine, but add the amps up and double check

Judging that you have a nice video card in there, I am asuming that you will be doing gaming. Up your processor to Athlon 64 3400+, one stick of corsair xms 512mb pc3200 RAM instead of what you have now, you PSU is fine. Once you get the money upgrade to another stick of 512mb corsair xms RAM. In duel channel and you will be fine. I suggest if doing heavy gaming right now then you go for 2x 512mb corsair xms RAM, but it is your choice. Everything else looks great, especialy the monitor.
