Raptor Slower after new install?

So i rebuilt a new system from ground-up. I moved from an MSI neo2 nf3 board to a DFI Ultra-D nf4 board. My drive sits on the SATA1 with everything on "auto" in the bios.

But on window bootups...where the window splash screen with the bar moves, it now seems it takes like 7-8 bars for windows to start-up. In contrast, my old neo board took only 2-3 bars.

I know, its not exactly a scientific way of measuring things. But does anybody have any ideas why it may be running slower??

I ran HD Tach and here are my results:
Random Access Time (MS) 8.0ms
Burst Rate (MB/S) 123.2MB/s
Avg. Sequential Read (MB/S) 65 MB/s

Looks normal?
 
You need to give some necessary information before you get some answers, which is why it was probably ignored. Obviously it would be a 74 GB Raptor drive, so how is it currently partitioned? Did you load the chipset drivers? What OS are you running?
 
Sorry.

Raptor - partitioned into one drive. Running Xp w/ SP2. I believe I have loaded the nvidia chipset drivers (comes with the nforce package).
