Random system reboots. 2 devices using same IRQ the cause?

I think I may have discovered the problem of my mysterious random system restarts I have mentioned a few other times in different threads. I went through Device Manager and found that the Intel 82801EB USB Universal Host Controller is using IRQ16 as well as my ATI Radeon 9800 Pro video card says it's using IRQ 16? I believe that two devices cannot have the same IRQ, or they may be conflicts? Now would this likely be the cause of my random system reboots that only happen occasionally? If yes, how should I change the IRQ on either one of those devices? I assume that if the USB Universal host controller attempted to request the CPU's attention at the same time my video card did, then there would be a conflict? Would that result in a random system restart? But at the same time, it says on the Resources tab for each of those devices that there are no resource conflicts? Is that because Windows Device Manager is stupid and cannot find resource conflicts unless the problm is actually occuring at the time you view the device properties?
