Random shut down issues

First off my machine will randomly shut down and restart. Generally this happens when i'm dowing any thing 3d but occasionally occurs when running big videos. I have a P4 at 2.6 with 2x512 sticks of Geil Ram. The video card is a Powercolor 9600xt 256mb. I think this may have been a mistake rather than a built by ATI card but too late now. Temps in my case never exceed 28 degrees C and the video card has a small fan on it. What would cause these random, shut downs? Is the card toast? if it is any recommendations to replace it?
 
I have the same problem. My house has heavy electric usage and my UPS gives a fault signal light for the current. When the load on the line increases, I get more frequent problems. You might want to check and see if this might apply to you, and take steps to protect your pc from dirty current if so.

Thanks guys. I just bought an APC 650 and the building fault light is on constant. No suprise cause I live in some dorms built in the 60's. I'me also in process of replacing my north bridge cooler with a Vantec IceBurq so I can fit an ATI 9800 Pro with a VGA Silencer on in my case. Thanks for all the help though.
