RAM dead?

I recently bought a used ram off of another person here and it seems that it is dead.
When I put these new sticks in, the screen is blank, bios doesn't post, fans are spinning and leds are on.
So I removed the new ram and removed all overclocks. Then I only put the new rams in it and it still doesn't post, just fans spinning.
I also tried putting the rams in different slots but still doesn't work.
When I put only my old sticks, it boots up fine.
Am I safe to conclude the rams are dead?
 
You should post the model of the memory and the system you are working with. You might need to boost some voltages.
 
ram: corsair dominator ddr2 1066
mobo: asus p5q pro

The thing is, I can't even change the voltage unless I do it first with my old ram and take it out and put the new one in.
I can't even access bios. Just a blank screen.
 
I would then do manual settings to 2.0V and DDR2 800 or 400MHz and see if you get anything.
 
Is the speaker connected? I have several P5Qs between home and work and it definitely beeps on boot.

I have speakers on the back panel(lime) but there are no beeps.
I think I need a 4 pin speaker for the mobo to get beeps and I don't have that.

It's typically a plastic connector made for 4 wires but has only 2 wires going to it, at the ends, so some people just cut the plastic body down the middle so both pins will fit the motherboard header. Magnetic speakers don't care about polarity, but electronic speakers won't work when connected backward.

I went through several bad Corsair XMS modules in a row that wouldn't let the computer boot, but I think they all caused the diagnostics to beep
