RAM busted?

First things first, this a new build, and the specs are:

Gigabyte GA-EP43-DS3L
Corsair DDR2 (2x2GB)
XFX GeForce 9800 GTX
Intel Q6600 2.4GHz

The Windows task manager is only reporting 2.6GB of RAM. I have:

Tried each chip individually in each slot on the mobo, each time taskman reports 2GB.
Tried both chips in every configuration imaginable on the mobo, each time taskman reports 2.6GB.

Now I'm thinking of running memtest86 with each chip individually, unless the general concensus is that this would probably be a waste of time. I don't suppose it's possible that it's not getting enough power, is it? Got a pretty generic 580W PSU in there, I have a nice 700W one in another box and could swap them no probs if that might make a difference.

Otherwise, I'm thinking one / both of the RAM chips are buggered (still in warranty etc so that's no biggie) or, god forbid, something is up with the mobo (which would make it the second one I've bought from scan.co.uk that is nice and deadified).

Any thoughts?
 
I am indeed. Wait is this one of those "32bit OS' won't detect / use it all"? I'll feel like such a pleb if it is :)
 
I googled it. Can't believe I didn't give it a seconds thought, dammit.

If you're using Vista, the 32bit key works for the 64bit install, or try the win7 beta, which is pretty amazing driver/stability.
