I think that I will replace my two Black Ice Pro Rads with either a Swiftech MCR-220-QP dual . Or would the Black Ice Pro II be a better choice? Also which fans would be my best performer?

If you've got the room shoot for the triple. As to fans, I really like the fans Swiftech includes with the kit although they don't report RPM's worth a damn. Beyond that a set of Yate-Loons should do you just fine.
 
If all you are cooling is a P4, then a MCR220 would be plenty. Even if you added that X1300 to the loop the dual would still be enough. I just went from a MCR220 to a PA120.3 with my OCed X1900XTX and an OCed 170 and temps only dropped about 2C at load, nothin at idle.
 
If I go with the MCR-220, what cfm fans should I use for maximum cooling? I am not concerned with the noise issues.

MCR220 is designed to not need high CFM fans but you may pick up an extra degree by using high speed fans. If you dont mind the noise, by all means grab some panaflo's.
 
I decided to go with the BIPro II and two Scythe SFF21F fans along with the Swiftech MCB-120 rad box.
