Radeon 9600 problems

This is a repost mainly because the first time around, I couldn't get an answer that would help me and trying to revive the old thread would just be a waste of time.

I ordered a 9600 from newegg.com (rosewill branded). I installed it on my new amd64 rig with a gigabyte k8ns pro mobo. I also have one of those dvi-to-vga adapters hooked up for purposes of dual monitor setup.

With XP just installing generic drivers, the display looks fine although it is choppy when scrolling website and in windows explorer, word, etc. Once the drivers are installed, the displays flash. The best way to describe it is when you change the resolution of your desktop the display goes out for a second that then comes up with the new resolution. It does this on each monitor almost every 5-10 seconds making it the most irritating problem I have ever encountered.

I have done everything I could possibly find solutions for on the web via google. I installed and uninstalled and installed and uninstalled both the drivers that came with the card and official drivers from ATI. I even downloaded ATI driver removal utility each time and even used driver cleaner 3 to remove all remnants.

The refresh rates on both monitors are set at 60Hz, bios is set at AGP 8x. I contacted Rosewill and all they have told me so far is to check the refresh rates. I even went into ATI control panel and forced the refresh at 60Hz. I read that sometimes, the drivers may conflict with chipset drivers requiring an uninstall of those drivers and a reinstall. I have done that 2-3 times as well.

I am at my wits end. If any of you have a solution, I will give you my first born.
 
trie going to apg 4x and turing off agp fast rights all your mb chip set drivers up to date?

I suggest selling it to someone without any promises of how well it works for like 15-20 dollars less than you bought it for. Then buy something else. Sorry.
