I got this card a while back and finally decided to install it. Anyway everything went fine until I installed the drivers from the CD that came with the card. It worked fine... until... I rebooted. Everything works fine until windows comes up where it then flashes over and over and gets highly irritating. I managed to uninstall the drivers in between the every 3 or 4 seconds or so of flashing. I then downloaded new drivers from the manufacture (Rosewill)... same problem. Uninstalled those in between the flashing desktop and let windows update install drivers for me. Worked great, until reboot, and I am in the same position as before. This is irritating as hell besides the fact I can't use my rig.

Any insight would be appreciated.
 
Ok in order lets run the checklist.

AGP Spredspetem is OFF
FastWrite is ON
Memory Hold at 16 is OFF
AGP is a 4 or Higher
ATI drivers not 3rd party drivers as they tend to sux!
Monitor is at a res supported. LCD monitors like 1 res normaly and most of the time it's not defualt.
Monitor REFRESH rate is between 60 and 85, anything higher is rear on off the shelf monitors.
Check to make sure you got enough power to the AGP 1.5 is usaly good 1.6 is sometimes needed.
Check to make sure the power is pluged into to video card most if not all Radeon cards need it.

Run that checklist and get back to us.
 
I read around, here is what I have done. I went to ATI's website and downloaded the ATI Driver Removal utility and ran it. I then downloaded the Radeon 9600 drivers from ATI and installed them. Now, it still flashes but less than before.

As far as the above go, you can hand me a whole bunch of components and I can put together a solid rig within an hour but I know jack shit about video cards. Where do I find these settings?

1.) found no spread spectrum setting in bios or in ATI control panel
2.) fastwrite is set to AUTO, only other option is DISABLE in bios
3.) found no memory hold setting in bios or ATI control panel
4.) AGP is a 8x
5.) ATI drivers driectly downloaded from ATI
6.) Both monitors support 1024x768
7.) Refresh rates for both monitors at 75
8.) found no power setting in bios or ATI control panel
9.) No power plug on card, only connector is for a GPU fan

I again used the removal tool to remove all ATI related files from my computer. Reinstalled ATI drivers.

I don't know if it makes a difference, but I have a DVI to VGA adapater plugged into the card.

Searched google again, found nothing of any help.

If I leave the computer idle and not do anything, both monitors remain fine. It is only when I do something, like browse the web or something do they start. The blanking out is similar to when you change your resolution.

On another note, when I uninstalled everything and boot up, XP uses default drivers. There is no blanking then, just jerky scrolling. It is only after ATI driver installation do I get these problems. Direct X is up to date.

HELP!
 
If you old video card was a nVidia card you need to run the removel tool for it too.
Anything past that... Only think I could say is try re-installing windows.
