Rad Fans push pull configuration?

Just wondering for those more watercooling knowledgeable than me, does it really make much difference to add another fan to your rad so your pushing and pulling air through it?

And which is more effective with 1 fan, pushing air through or sucking it through?

F = FAN
R = RAD

F->R
or
RF->

or is there negligle difference either way?
 
most efficient way is to have your fans on top of the radiator, sucking air up, so cold air goes under the radiator and then goes up through the fans warm.
