r7 260x core clock stuck

hello,,bought an his r7 260x 1gb,, but it always runs on 2d clock.. memory clock is working accordingly,, but core clock is locked at 300 mhz, already tried afterburner, trixxx, gpu tweak, ccc, power maximization,various drivers, created an alternative profile coding desired clocks and voltage etc.. but this damn clock just wouldn't move.. any help will be highly appreciated.. cpu fx 4300, 550w corsair,
 
When I had some hardware with stuck clock speeds the only thing that fixed it was a bios flash.
 
flashed bios but still nothing changed,, not looking forward to rma, cause it's a strenuous job in india
