These are my specs:

Intel QX6850 3.0ghz
Tuniq Tower 120
Kingston HyperX RAM 4gb (2x2gb) DDR2-800 CL4 (4-4-4-12)

What overclock should I go for with these components...

I was thinking of trying 3.2ghz (400*8), but is there any way to get that higher?
(I think 3.6ghz (400*9) is too high for now)

Well, without a motherboard you might have some trouble.

But to answer your question, the overclock you should go for is the highest stable one, which means you'll have to do some testing yourself. It's easy to say "You should go for 3.6". Just start cranking it and see how far you get.

Sorry about that. I have the eVGA 680i SLI A1 motherboard...

I was just wondering if I should OC the RAM, or leave it as it is and just overclock the CPU...

Also, to get a 1:1 ratio, can I only OC to 3.2 or 3.6 (400*8 or 400*9)?

The nice thing about the 680i is that you can clock the RAM anywhere you want by running it unlinked. I also seem to recall an article about how performance doesn't suffer from doing that...
