I don't know about the dual fan situation whether it would add or reduce the ambient noise. A friend of mine has this power supply and it's pretty docile to my ears. I can't really compare it to any of my PSU's as mine are getting droned out by 80cfm case fans. Truthfully, if you turn up the volume loud enough, you can't even hear em. Haha.

I dont see why you would need so much wattage for a HTPC... if you want silence, this would be my suggestion...
