Um, what are you trying to power exactly?
It doesn't fit your price range but if you want "dead silent", the Antec Phantom 350 doesn't have a fan. It has reduced 5VDC output @30 amps (most current PCs don't use 5VDC so much now), and they boosted the 12VDC output to 34 amps). It is what I am running now.
If "dead silent" isn't required then there are others that are quiet.

You can't really get silent with that sort of budget, although there are inexpensive quiet supplies.
