Hey guys... I have an HTPC that is in need of a QUIET PSU. I'd say the system pulls 180W max on my kill-a-watt with a x2 550 and Geforce 210. Planning on upgrading the Video card to @ least a 5770/6770 in the distant future. I'm looking for a quiet/silent psu to power my rig. Its a mid-ATX case so an ATX psu will work. I really like my NEO ECO 620c its VERY QUIET. I take it better quality PSUs have PWM function and cheap ones run @ full speed with like a 80mm fan, LoL

The 120mm on the Neo Eco is very quiet.

CX430 V2 often goes on sale for ~$20 AR. I believe the Antec earthwatts are also good.
 
This is just my opinion, but I would pass on the Corsair CX series. I have the V1 and it has coil whine. Not loud enough to hear if it's on, but you'll definitely hear it when you power it down without cutting out the power from the socket. V2 seems to have the same issue. On Newegg reviews, some has it, some don't and some refuse to acknowledge it's real. So if this HTPC is going to be in your bedroom or you have sensitive hearing I would go for something else.

Coil whine is completely random, and also depends on the person. Younger people with more sensitive hearing are more likely to hear the coil whine. Under different load situations you may or may not hear coil whine. And the electric characteristics of each individual power supply is also different, it's random which ones get noticeable coil whine and which ones don't.
