1) What will you be doing with this PC? Gaming? Photoshop? Web browsing? etc
I'm looking to create a quiet htpc for the bedroom, tried a mitx, but the noise level on the thing is way too overpowering in the 12x12 room, and it's ended just sitting unused along with the rest of the setup. My goal is streaming hd video (1080p mkvs off my nas, as well as Amazon Instant video, Twitch, so forth). That's all it needs to do

2) What's your budget? Are tax and shipping included?
I do not have one, my assumption is I'd be willing to pay as much as it costs. Pretend the budget is $1000 if you need one.

3) Which country do you live in? If the U.S, please tell us the state and city if possible.

4) What exact parts do you need for that budget? CPU, RAM, case, etc. The word "Everything" is not a valid answer. Please list out all the parts you'll need.
CPU (I assume on board video here will be enough), RAM, mobo (w/HDMI port), case (tower preferred for the space I have), Aftermarket cooling (new case fans, heatsinks, whatever will get me quiet and able to deliver my goal), PSU

5) If reusing any parts, what parts will you be reusing? Please be especially specific about the power supply. List make and model.

Before everyone starts recommending a system, can I ask what exactly your mITX rig consists of? Components including case and fans?

Because, depending on what you have already - if it is new enough hardware - you may be able to quiet it down and/or get away with a few new components rather than a whole new system.

Also, just in case you aren't familiar with them, silentpcreview.org is a great resource for quiet computing. Not saying that the enthusiasts here at [H] won't be able to help because of course they probably will be but the entire SPCR site is dedicated to quiet computing.
 
Check out the HTPC in my sig, I seriously cannot hear it at all after adjusting the fan in the BIOS.
 
There's no fans listed for your htpc in your sig, what fans are you saying you adjusted in bios?
