quick server 2008 question

Does anyone know of a way to get rid of the "administrative tools" from the start menu? I have checked the GP editor and I cannot find it anywhere. I will be creating several accounts on this server and I dont want the limited user accounts to have it on their account. I know I can take it out by going going to the "customize start menu", but that is done in each account and thats what I am trying to avoid having to do. I'd like it just to be off by default.

it's located in what is essentially the All User's profile folder. Sorta kinda.

located at this path:
C:\ProgramData\Microsoft\Windows\Start Menu\Programs

you are my hero, thanks a ton! I have setup about 100 accounts amongst several servers and it was something I just really hated doing on every account.
