lets say i have a 500W psu, will it be using 500watts all the time or does the power consumption go up and down.
 
up and down AC is converted to DC as required and youll never get close to the full rated wattage

of course its also likely the supply wont produce the full rated wattage at the temperature your likely to operate it

more important is that the supply has enough current (amps) on the rails you need to power your config through a worse case senerio at the temperature youll be operating

wattage values are horribly deceptive
