I have a PS; I have the motherboard plug jumped at pins 14/17...

But I still cant get it to supply fans with energy.... Is there any other plugs I need to jump besites the above said, to get power to my fans?
 
You may have to apply a load between the +5.0V rail (any red wire) and ground (any black wire) with a resistor rated for anything from 3 ohms and 20 watts to 10 ohms and 5 watts (the lower the ohms, the higher the needed watts; minimum watts = 2 * volts * volts / ohms). A few PSUs also need a load for the +3.0V rail (between any orange wire and any black wire).
 
Or you can just attach a couple of drives and fans for a simpler method ;)
