I was wondering if there would be any issues with using water cooling on a horizontal board?

I was reading something (i forget where) that said its recommended that chip's water block outlet should be higher then the inlet found in the center of the block. Laying the board flat would make this impossible. Id like to move my water cooling set up into a case im building, but it has a horizontal board ( >< ) will it still work?
 
Yes, it will still work. A water loop is a closed system so as long as you have enough pressure it really doesn't matter. You could have your pump upside down as long as it has a good supply of liquid! no matter how your setup is configured there will always be an 'up' and a 'down' but it doesn't change much.

Just make sure you've got a good pump and try to keep your tubing lengths short and you'll be good to go
