if i get a 17" lcd monitor for around 200 dollars will i generally be able to get atleast 100hz refresh rate at 640x480 or 800x600?
 
Many LCDs are best run at 60Hz, some LCDs go up to 85Hz but most get to 72 or 75Hz.

not as far as i know, my dell 2005fpw certainly cant get above 75hz at any resolution.
 
Why would you want to raise the refresh rate anyway? LCDs don't flicker like CRTs, so there's no reason to refresh them at higher rates.

Exactly, LCDs refresh differently than CRTs, there is no reason to use anything but the default rate, you will never see a single flicker.
