Quick question! HD 4670 + Power supply

Ok, NewEgg.com says it needs a 400W PSU, but can a 250W PSU from an HP A6403w power it?

I just told my friend who lives in Texas to buy it to upgrade from the 7100 in his system. The thing though, he isn't well-versed in PCs. So, I opted he didn't go get something like a new video card and power supply to keep things simple.

If not, then I have to find another card for him.

He only plays Diablo 2 and one other 3D game, Final Fantasy XI, an MMO.

I'm trying to figure out if there is another card that will be equivalent performance and not require a new PSU.
 
I read on AnandTech, some guy said he ran the card off a 300W PSU stating the card only draws 59W total anyhow.

But, I still need confirmation from other people here.
 
I used the 4670 with a 5000 X2 along with the 300 watt power supply that came in my HP with no issues. that 300 watt psu had 19amps on the 12v though where some others may not have but 14 or 15amps. that 250 watt psu that HP uses only has 14 amps for the 12v though so it might be cutting it close for long term reliability. an 9500gt is a very low power card and will be a huge gain over the 7100.
 
The catch though is that the Nvidia 8000 and 9000 series video cards have a performance issue with one of the games he plays when it comes to Windows Vista-- Final Fantasy XI.

Even with the Forceware 180 drivers, players have reported slowdown as well as graphical glitches in several areas in the game. And, this issue varies from person but they all have one common denomiator: Nvidia 8000 or 9000 series card. So, I suggested the possibly lowest but decent performing ATI card he could get that won't require him to change the power supply. But, seeing that the 4670 might be too much, I don't know what other ATI cards can run at sub 300W without loss of performance.

I want to keep things simple for him so he doesn't have to attempt to change the power supply since he has no idea how to connect all those cables together.

If I was any closer to Texas, I would help him out on that part but I'm not. Changing the video card that won't require an external power source is probably the simplest thing I could suggest.

But, if his power supply doesn't power on, I'll have to suggest him to get a newer power supply and try to guide him over the phone or AIM on how to connect everything without shorting the PC.
 
The 4670 is definitely a low power card!! It is a very good performer for the price and amount of power it uses. I did a PSU calculator check on the system with the 4670. It says he needs ~230 watts. I think he will be ok as long as he doesn't OC (which doesn't appear to be a possibility).
