quick question about WC pumps

I was thinking of building something that will use watercooling pumps. what i need to know is, when the pump is turned off does it completely block water flow, block it a bit, or not block it at all.

The pump rotor will be a restriction, but usually can still free-wheel.
 
When I drain my system it has to flow through the pump. So, no restrictions here. Should be the same for most pumps.
