Can running too much voltage through the CPU cause it to be unstable?

For example, if my Q6700 can run at 3.2GHz with 1.35V but I set it at 1.5V, will that cause instability or just a temperature increase?
 
Yes easily.
In your case though its the heat thats the problem.
 
Thats another issue, I was commenting only about overvolting your CPU.
Power increases with the square of the voltage so a small increase in voltage can yield a fair rise in power.
As Heat is directly proportional to power, more voltage = lots more heat.

As you know a CPU thats running too hot will cause problems or crash so too much heat can make a system unstable, no matter what the device.
