could i use 74g 10k SATA150 and a 250g 7k SATA300 at the same time or would i have to buy both SATA150 or visa versa?
 
You can mix just about any hard drive combination you like:
- SATA 150 and SATA 300
- SATA and PATA
- Different spindle speeds
- RAID with non-RAID
- NCQ with non-NCQ

The only limiter that might be imposed is the interfaces provided by your motherboard and perhaps your BIOS. (read your motherboard manual).
