I'm just wonderring if I have to install a new installation of Windows if I'm just upgrading processor/memory. I know that I would have to with a new motherboard, but I'm just going from an AthlonXP 1700+ to an AthlonXP 3000+. Also, would the jump from a 266 FSB processor to a 400 FSB one change anything in terms of myself manually switching jumper settings on the motherboard or in the bios, or should everything work automatically?

depends on the board. if you have a nice one, you can just drop in the new cpu and go.. most will fall under this category

and no, you can leave windows alone :D

Save yourself some scratch and just overclock that 1700 by cranking the fsb up to 400. You may be able to do it at stock voltage.
