Quick PSU question

I see the Fortron Blue Storm 500W PSU listed under recommended PSU's. I was looking at the specs and noticed it has two +12v lines, both getting 15A. I've been reading that 18A or higher is recommended for running a high powered system, so my question is, do the two lines add together for a combined 30A for all intents and purposes? If so, I think I'll order one ASAP as it has the power and look I want for my son's new system.

Also, does anyone happen to know if this comes with the 24 pin to 20 pin adapter?
 
Essentially, yes. The idea is to separate the power to the mainboard from the other 12V devices in the system.
The pics of the thing at Newegg show the adapter, so as long as you get a retail boxed one I'd expect it'd be included.
