Quick newb question about HSF grease

Hi I am wondering what the small square-sized gray grease stuff that is on the bottom of my retail AMD heatsink/CPU fan (came with the Sempron processor) is exactly and if that stuff is good enough to use as the grease for between the CPU and the Heatsink/CPU fan. Or is it absolutely necessary to use something like arctic silver instead? This computer is just a basic web surfing computer nothing special, no OC planning, not even gaming. I need to know because I am building the computer and have no arctic silver with me, just the retail HSF and the Sempron CPU.

That grey thing is a Shin Etsu pad, should be fine if you aren't overclocking.
It's basically a cheap alternative to thermal paste.
